End of Life Vehicle Certification
What is End of Life Vechicle Certification?
End-of-Life Vehicle (ELV) Compliance refers to the set of legal and environmental requirements that manufacturers, dismantler, re-cycler, and importers must follow to properly handle vehicles that have reached the end of their useful life. The primary goals are:
1. Reduce environmental impact.
2.Promote recycling and recovery.
3.Ensure safe and legal disposal of hazardous materials.
Who Needs The Used Oil EPR Certification?
- Vehicle Manufacturers
- Automobile Recyclers
- Importers of Automobiles or Auto Parts
- Authorised Treatment Facilities (ATFs)
- Organisations engaged in the refurbishment or resale of vehicles

Why End of Life Vehicle Authorisation (or License) is Important ?
-
👉 1. Legal Requirement under EPR
Ministry of Road Transport and Highways and CPCB regulations, shredders and manufacturers should practice end-of-life responsible recycling -
👉 2. Boost in Green Business Model
Car part recycling, plastic recycling, battery recycling, metal recycling and so forth have become the most serious business opportunities, very lucrative for the erstwhile waste-tormented industry. -
👉 3. Sustainability & Resource Recovery
Metal values, tire, plastic, and liquid recycling decrease landfill dumping and raw material pressure on mining.
Challenges in Finding Registered Recyclers
- Insufficient approved treatment facilities in rural areas and tier-2 cities
- Inability to traceable the disassembly of parts
- Failure in creating consumer awareness to voluntarily hand over ELVs
- Lengthy documentation and testing process

Simplified Process for End of Life Vechicle
-
👉 Step 1: Online Registration
Log in to the Central Pollution Control Board (CPCB) portal/state environment boards and complete your industry profile -
👉 Step 2: Ready Your Dismantling Plan
Submit a signed/endorsed Standard Operating Procedure (SOP) for vehicle intake, depollution, dismantling, and safe disposal of hazardous waste (fuel, batteries, coolants, airbags, etc.). -
👉 Step 3: Set the Collection process
Develop a vehicle collection system by agreeing with RTOs, service stations, and scrap dealers. -
👉 Step 4: Collaboration with Authorized Recyclers
Channelise to authorised scrap processors for dismantling parts like tires, batteries, glass, plastic, and metals. -
👉 Step 5: Consumer Awareness Campaigns
Offer incentives for the voluntary scrapping of old vehicles by consumers in ELV plants. -
👉 Step 6: Annual Reporting Requirements
Submit dismantling & recycling reports (vehicle-wise) accompanied by proof of collection and treatment as required by CPCB & SPCB. -
