The following stakeholders must have an EPR Certificate for E-waste:
- Manufacturers of electronic and electrical equipment
- Importers of electronics into India

- Distributors and retailers who sell electronics;
- Bulk consumers include educational institutions (who are also considered bulk consumers of e-waste), all government bodies, and corporations.
If your product fits one of the categories mentioned in Schedule I of the E-Waste (Management) Rules, you are required to apply for EPR authorization.
Simplified Process for E-Waste Management

👉 Step 1: Register as a Producer on the CPCB e-Waste Portal
On the official CPCB portal, register your business as a producer of electrical and electronic equipment. -
👉 Step 2 : Submit your E-Waste Management Plan
Prepare and submit an elaborate EPR plan that should contain your take-back system, partners for recycling, and annual goals. -
👉 Step 3 : CPCB Review and Site Inspection
The CPCB will review your plan and may wish to perform an on-site inspection to determine the efficacy of the infrastructure and partnership. -
👉 Step 4: Receive your EPR Authorization Certificate
Once issued, the CPCB will provide your EPR certificate, which is valid for period of up to 5 years.

Under the E-Waste (Management) Rules, 2022, 'Electrical and Electronic Equipment' (EEE) means equipment which are dependent on electric current or electro-magnetic field in order to become functional and also the equipment for the generation, transfer and measurements of the electricity.
The E-Waste (Management) Rules, 2022 shall apply to every Manufacturer, Producer, Recycler, Refurbisher and Dismantler involved in manufacture, sale, transfer, purchase, refurbishing, dismantling, recycling and processing of e-waste or electrical and electronic equipment listed in Schedule I, including their components, consumables, parts and spares which make the product operational.
As per the E-waste (Management) Rules, 2022, following entities are required to register at E-Waste -EPR Portal are Manufacturer, Producer, Refurbisher and Recycler.
