What is Used Oil Certification?
Improper disposal of used oil is a major environmental risk - it contaminates water sources and damages soil. CPCB therefore requires every business that produces, distributes or uses oil to put a proper management system in place for its used and obsolete oil.
Who Needs The Used Oil EPR Certification?
If your business makes, sells, uses or collects lubricating oil in India, these rules apply to you.
- Manufacturers of lubricant oil
- Automobile manufacturers
- Service stations and dealerships
- Oil manufacturers (lubricants)
- Recyclers and collection agencies of used oil
- Workshops and fleet owners
Why Authorisation for Used Oil Waste Management is so Important?
-
Legal Mandate
If your business generates or processes used oil, the Hazardous Waste Rules require you to recycle or dispose of it safely. It is not optional - EPR certification of used oil is mandatory.
-
Environmental Responsibility
Toxic substances in used oil contaminate land and water. EPR certification makes sure your oil causes the least possible harm, through safe disposal and recycling.
-
Business Opportunity
Routing used oil through CPCB-approved recyclers and recovery facilities opens up circular-economy revenue, such as re-refining and lubricant recovery.
- Recover Base Oil Value
- Protect Land and Water
- Reuse Again and Again
Challenges in Finding Registered Recyclers
Scarce infrastructure, complex compliance requirements and a lack of awareness make used oil management hard work, especially for SMEs and businesses in remote areas.
- Scarce infrastructure of CPCB-approved recyclers in rural or far-off towns
- Complex traceability and reporting of used oil collected, transported and recycled
- Lack of awareness among small and medium enterprises and traders

Used Oil Questions
Quick answers to what producers ask us most about used oil EPR.
-
1. What is Extended Producer Responsibility (EPR) for Used Oil in India?
It makes producers of lubricating oil responsible for the oil once it has been used - registering with CPCB, routing collected oil to approved re-refiners and reporting the quantities every year.
-
2. Which entities have an obligation for meeting EPR targets?
Producers, importers and brand owners of base oil and lubricants carry the target. Collection agencies, recyclers and re-refiners register in their own categories and generate the certificates that count towards it.
-
3. Which types of oil are exempted from the Used Oil EPR target?
Edible and non-lubricating oils fall outside the framework, and some process oils are treated separately. We confirm the current position for your exact product before filing.
-
4. Do units engaged in exports have EPR targets under the Used Oil framework?
Oil that physically leaves India is generally outside the domestic target, but the quantities still have to be declared and supported with export records. Domestic sales from the same unit remain covered.
